Quantity Surveying Services
The following scope of Quantity Surveying Services is extracted from the Memorandum of Agreement between the Client and Consulting Quantity Surveyor (CQS) for Professional Quantity Surveying Services sanctioned by the Board of Quantity Surveyors, Malaysia:
1.1 The professional services to be provided by the CQS shall consist of two (2) types of services as follows:
(a) The Basic Services and
(b) The Additional Services.
2.0 BASIC SERVICES FOR BUILDING WORKS, CIVIL ENGINEERING WORKS AND WORKS UNDER SPECIALIST CONSULTANTS WHICH ARE INCLUDED IN ONE TENDER
2.1 The Basic Services for Building Works, Civil Engineering Works and Works under Specialist Consultants which are included in one tender to be rendered by the CQS shall be as follows:
(a) Preparation of Preliminary Estimates and Cost Plans excluding detailed estimates for Works under Specialist Consultants if appointed at this stage;
(b) Preparation of Bills of Quantities and other Tender Documents necessary for the calling of tenders, excluding Works under Specialist Consultants. (Preparation of Bills of Quantities for Works under Specialist Consultants are to be considered as Additional Services). Note the Specifications shall be prepared by the respective consultants and forward to the CQS for incorporation into the tender documents;
(c) Preparation of Tender Reports and Contract Documents in collaboration with the Specialist Consultants for their respective Works;
(d) Valuation of Works in progress for Interim Valuations/Certificates including measurement of variations excluding those works under the Specialist Consultants, and including the verifications and incorporation of the amount recommended by the Specialist Consultant’s works; and
(e) Preparation of Final Accounts for the whole Works including the incorporation of the Final Accounts prepared by the Specialist Consultants for their Works.
2.2 The Basic Services to be rendered by CQS appointed by Contractors for projects under Turnkey or Design and Build shall be as follows:-
(a) Preparation of Preliminary Estimates & Cost Plans excluding detailed estimates for Works under Specialist Consultants if appointed at this stage;
(b) Preparation of Bills of Quantities and other Tender Documents necessary for submission as a bid document excluding those Works under the Specialist Consultants. Note the Specifications shall be prepared by the respective consultants and forward to the CQS for incorporation into the tender documents;
(c) Pricing of Bills of Quantities and other Tender Documents excluding those Works under the Specialist Consultants;
(d) Preparation of Contract Documents in collaboration with the Specialist Consultants for their Works;
(e) Valuation of Works in progress for Interim/Scheduled Payments including Measurement of Variations excluding those works under the Specialist Consultants and including the verifications and incorporation of the amount recommended by the Specialist Consultant for their Works; and
(f) Preparation of Final Accounts for the whole Works including the incorporation of the Final Accounts prepared by the Specialist Consultants for their Works.
3.0 ADDITIONAL PROFESSIONAL SERVICES NOT INCLUDED IN BASIC SERVICES
3.1 The additional services to be rendered by the CQS shall be as follows and the CQS must obtain written approval from the Client before commencing:
(i) Preparation of Feasibility Studies including Income/Expenditure Cash Flow.
(ii) Preparation of Documents and Reports for Pre-qualification of Contractors.
(iii) Preparation of Bills of Quantities for works under Specialist Consultants.
(iv) Redrafting of Conditions of Contract to meet special requirements of the Client.
(v) Assisting in preparation of tender/bid documents (excluding Bills of Quantities) for projects under Turnkey or Design and Build.
(vi) Pricing of Bills of Quantities for Negotiated Tenders including pricing and agreeing Schedule of Rates if the CQS is not appointed to undertake the Basic Services for the same project.
(vii) Preparation of Cost Analysis based on the accepted Contract Sum.
(viii) Preparation of Tender Price Index based on the accepted Contract Sum.
(i) Remeasurement of the whole or part of the Building and associated Works due to:
• replanning of internal layout arising from a change of use;
• repositioning of the building (if remeasurement is required);
• redesign of the structural elements in the works.
(ii) Remeasurement of Works for Contracts based on Provisional Bills of Quantities.
(iii) Services under Management Contracts.
(iv) Services arising out of determination of the Contractor’s employment.
(v) Continuing Professional Services on a protracted basis.
(vi) Attendance at post-contract meetings beyond the original completion date of the project.
(vii) Evaluation of Loss and Expense Claims by the Contractor based on the actual costs.
(viii) Preparation of Bills of Quantities and other tender documents for defects and outstanding works to be carried out by a separate Contractor and valuation of defective works to be omitted from the Contract Sum of the defaulting Contractor
(ix) Services for making good of works damaged by fire etc.
(x) Preparation of Costs Analysis based on the Final Contract Sum.
(c) Special Services
(i) Project Management.
(ii) Certification of project accounts e.g. for loan purposes.
Special Services - Project Management Services
The following is the scope of Project Management Services offered by PCTSB:
We will report to the Client in the capacity of the Client’s technical representative responsible for the overall management of the project from its inception to completion and handing over, consistent with a master programme and project cost control and time control systems. This entails the following services :-
i) Project Review Report Stage
a) Project appraisal to set out strategy and identify parameters.
b) Establishment of realistic Project Master Programme for development and implementation including planning for authorities submission.
c) Identification of critical milestones for design consultants and Client’s decisions.
d) Develop implementation procedures in line with Client’s organisation requirements to enable objectives being set and clear directions transmitted to all consultant team members.
ii) Design And Tender Stage
a) Operate and maintain the project master programme.
b) Report and chair fortnightly design co-ordination meetings including production of minutes.
c) Control, review and report to Client on the budget, detailed designs and specifications as project progress through the design stage including submission of a formal monthly report to Client.
d) Monitor all authorities’ submission by the appropriate consultants including attendance at authorities’ approval meetings
e) Assistance and advice in the preparation of tender documentation.
f) Report and attend tender board meetings including tender selection meetings and assistance in the appraisal of tender submitted
iii) Construction Stage
a) Establishment of agreed and realistic working construction programme in conjunction with contractor and all consultants.
b) Establish and motivate a system for control of design changes and implementation of agreed options, budgets, performance of all parties and interim payments.
c) Attend all construction management and report meetings.
d) Control, review and report to Client on a monthly basis on the project’s budget and a general todate appraisal of the project including any problem that have arisen and the actions to be taken upon.
e) Monitoring of and support to the design consultants in their roles as administers of the construction contract(s) to ensure timely and quick action by the appropriate party.
iv) Commissioning And Handover Stage
a) Coordinate of handover to Client :
• timely and thorough completion of operational and maintenance manuals
• timely and thorough completion of records and as-built drawings
• spare parts, left over materials, etc.
• operational testing and training testing of building systems
b) Monitoring of Contract and provision of warranties and guarantees in respect of equipment on building materials
c) Monitoring of all defects and ensuring timely rectification by Contractor
d) Control, review and monitor settlement of accounts including attendance on negotiation meetings
e) Preparation of final detailed report to the Client
